The Computer Misuse (Amendment) Bill 2022

Kampala Central MP, Hon. Mohammed Nsereko presented the Computer Misuse (Amendment) Bill 2022 for the first reading on the floor of Parliament. The Act will solve the problem of fake and malicious information, which has been enhanced by the digital revolution.

Nsereko reasons that whereas the advancement in computer-generated technology through the use of the internet has brought huge economic, social, and educational benefits, the technology has also provided avenues for the abuse of rights and freedoms of others, especially, the right to privacy.

In the new social media bill, Hon. Mohammed Nsereko suggests that;

1. A person convicted will not be eligible to hold public office or run for elective office for 10 years.

2. Recording voice notes or videos of another person will attract a fine of Shs 15M or 10-year imprisonment or both.

3. Unauthorized sharing of information about children. If convicted one will pay 15M or be imprisoned for a period not exceeding seven years or both.

4. Misleading or malicious information…a person who spreads such information is liable will pay a fine of 15M or imprisonment of 7 years or both.
